Marcellin Champagnat

Fr. Champagnats immediate reply to the mayors statement in his letter of 22nd December 1836 that, The Prefect did not think he should authorize this allocation, rejecting it on the grounds that Mr. Chomat was not an elementary teacher in 1834, is that the one-year interruption, while Bro. Cassien made his novitiate, could not, according to the law of 28th June 1833, deprive him of the title of town teacher. He also shows the mayor, citing textually from the sub-prefects letter, that according to the latter, it was the town council which had refused to pay the amount due, 200 francs. There was evidently no other way he could have known the decision of the town council, reported above in note 1 to L. 73.

As with L. 73, the date of this letter cannot be precisely determined apart from the mayors reply, postmarked in St-Chamond on 24th December 1836. We may presume that Fr. Champagnat did not wait until 1837, as the above-mentioned register indicates, to send his reply, but did so immediately after Christmas.

Father, Mr. Mayor,

In reply to your letter we are sending you a faithful and exact copy of a letter we received from the Sub-Prefect:

To Mr. Chomat, town teacher in Sorbier

St-Etienne, 17th November 1836

Dear Sir,

I have the honor to inform you that the town council of Sorbiers, to which your complaint relative to a sum of 100 francs for the year 1835 was submitted, has, by a decision dated the 8th of this month, rejected your request.

Since Mr. Chomat was a teacher prior to the law of 1833, this law did not deprive him of either that title or his rights, since according to the decision of 1st October 1833, and the circular of 9th December 1833, town teachers who were teaching, had their certificate of competence, and were authorized before the promulgation of the law of 28th June 1833, do not need a new appointment by the committee, but need only exchange their authorization for an appointment by the committee.
